The 2027 bar: when it applies, and to whom

MOM also expects the S Pass starting salary to be around S$4,000 to S$4,500 by around 2030 [4]. That is a projection, not a published requirement.

  • New applications: S Pass applications submitted from 1 January 2027 use the new table [1].
  • Renewals: passes expiring from 1 January 2028 are renewed against the new table; earlier expiries use the current table [1].
  • All sectors except financial services: S$3,300 to S$3,600 at the start, and S$4,800 to S$5,100 at 45 and above [1].
  • Financial services: S$3,800 to S$4,000 at the start; S$5,650 at 45 and above, unchanged [1].

Quota: how many S Pass holders a company can hire

Fewer counted locals means less S Pass quota [2]. A salary that clears the bar can still be blocked if the company has no quota left.

  • Services: S Pass holders can make up at most 10% of the company's total workforce. Construction, manufacturing, marine shipyard and process: 15% [2].
  • MOM counts local employees from the company's CPF records [2].
  • From 1 July 2026 (for companies hiring Work Permit and S Pass holders under quota): a local employee earning at least S$1,800 a month counts as 1, and one earning S$900 to below S$1,800 counts as 0.5 [3][4]. Locals earning below S$900 are not counted [3].

Levy: S$650 a month for each S Pass holder

  • The employer pays the levy for every S Pass holder [2].
  • Since 1 September 2025 the rate is S$650 a month across all sectors and levy tiers [2].

Three questions to ask before you accept an offer

  • For my age and sector, does this salary clear the new table?
  • Does the company still have S Pass quota?
  • Has the company budgeted for the S$650 monthly levy?

The salary bar and quota. For new applications from 2027, the EP starts at S$6,000 outside financial services [5] and the S Pass at S$3,600 [1]. S Pass hiring depends on quota and the employer pays S$650 a month per holder [2]. MOM states that an EP needs no levy or quota [6], but it does need to pass COMPASS [5].

Passes expiring from 1 January 2028 are renewed against the new table; earlier expiries use the current one [1].

From the company's CPF records. Since 1 July 2026, a local earning at least S$1,800 a month counts as 1, S$900 to below S$1,800 counts as 0.5, and below S$900 is not counted [2][3].
