Renting an HDB Flat in Singapore: Check These Five Conditions First

Whether you can rent an HDB flat depends on your status and pass before it depends on the flat. The five conditions below come from the HDB rental rules published by CEA. If one of them does not fit, the flat cannot be rented to you however good it is.

The five conditions

  • •Status: Singapore Citizen, PR, or a non-citizen legally residing in Singapore on an Employment Pass, S Pass, Work Permit, Student's Pass, Dependant's Pass or Long-Term Social Visit Pass 1.
  • •Pass validity: your pass must be valid for at least 6 months from the date the flat owner applies 1.
  • •Tourists cannot rent an HDB flat or bedroom 1.
  • •Work Permit sector and nationality: Work Permit holders in construction, marine and process must be Malaysian; manufacturing Work Permit holders renting a whole flat must be Malaysian 1.
  • •Lease: at least 6 months each time 1. Each approval runs up to 3 years when all tenants are Singaporean or Malaysian, and up to 2 years when any tenant is a non-Malaysian non-citizen 1.

Whole flat or a room

  • •For a whole flat, ask the owner for HDB's approval letter for renting it out 2.
  • •Renting a whole flat to non-Malaysian non-citizens (including PRs) is also subject to the non-citizen quota for the neighbourhood and block, which you can check with HDB 3.
  • •To confirm the owner, ask for a Service and Conservancy Charges statement or housing loan statement showing the owner's name 2.

Who receives the deposit and rent

  • •The deposit is usually paid on signing, together with the first month's rent 2.
  • •Pay the landlord directly by a traceable method such as bank transfer, and avoid cash 2.
  • •For HDB leases, property agents may not handle the deposit or rent 2.
