What an EP or S Pass Costs, Line by Line

A work pass application involves three payees: the Ministry of Manpower (MOM), third parties and HITP. The MOM part is fixed and published, so we list it here with sources. Third-party costs and our service fee depend on your case, and we put both in a written quote before you sign.

The employer or its appointed employment agent submits the application, and the candidate does not need to be in Singapore at that point. Online applications are usually processed, or given an update, within 10 business days 12.

Each family pass carries its own application fee. If the main EP application is rejected, the Dependant's Pass application fee is not refunded 1.

What employers pay every month: S Pass levy and quota

  • •Employers pay a levy of S$650 a month for each S Pass holder. Since 1 September 2025 this rate applies across all sectors and levy tiers 4.
  • •For a holder who did not work a full calendar month, the daily rate is S$21.37 4.
  • •S Pass numbers are capped: 10% of the total workforce in services, and 15% in construction, manufacturing, marine shipyard and process 4.

Check before you spend: salary, COMPASS and job advertising

  • •The EP minimum fixed monthly salary rises with age. Today it is S$5,600 to S$10,700 outside financial services and S$6,200 to S$11,800 in financial services. For new applications from 1 January 2027 it is S$6,000 to S$11,500 and S$6,600 to S$12,700 5.
  • •For EP renewals, the new figures apply to passes expiring from 1 January 2028 5.
  • •An EP must also pass COMPASS (40 points). Candidates earning a fixed monthly salary of S$22,500 or more are among those exempt 5.
  • •The S Pass minimum is S$3,300 to S$4,800 today (S$3,800 to S$5,650 in financial services). For new applications from 1 January 2027 it is S$3,600 to S$5,100 (S$4,000 to S$5,650 in financial services) 6.
  • •Before applying for an EP or S Pass, employers usually advertise the job on MyCareersFuture for at least 14 consecutive days. Companies with fewer than 10 employees, roles paying S$22,500 or more a month and roles lasting one month or less are among the exemptions 7.

Third-party costs and the HITP service fee: quoted for your case

  • •Third-party costs cover translation and notarisation of certificates and documents. If a new company is needed, registration and licensed corporate service provider fees are charged at cost.
  • •The HITP service fee is quoted case by case. It depends on the pass type, whether a company set-up or family passes are included, and the documents involved.
  • •We pay government fees at the authority's published rate with no mark-up, and hand you the original receipts 8.
  • •Your written quote lists government fees, third-party costs and our service fee in separate columns, and you confirm each line before signing.

FAQ

No. MOM states that each family pass has its own application fee, and that fee is lost if the EP application is rejected 1. That is why we usually confirm the EP case first and then decide whether to file family passes at the same time or afterwards.

The employer. MOM requires employers to pay the levy for all their S Pass holders, currently S$650 a month each 4.

It depends on the expiry date. Passes expiring from 1 January 2028 are renewed under the new figures; passes expiring earlier use the current ones 5.
