Singapore PR and Citizenship: The Government Fees, and How to Choose a Consultant

ICA charges only a few fees, each fixed and non-refundable. What you should compare is what a consultant does and does not do for you, and whether that is written into the contract.

ICA is not affiliated with any agency, including HITP

ICA states that it has no affiliation with any external migration agency or commercial entity, and that it does not support or endorse self-proclaimed immigration consultancy services 12. Any claim of a partnership or an inside channel with ICA contradicts ICA's own statement.

HITP assesses eligibility, prepares document checklists, arranges translation and notarisation, checks your application before submission and tracks progress. ICA makes the decision, and we cannot influence it.

Six things to check before you choose a consultant

  • •The company: it appears on ACRA's BizFile, and the company name on the contract matches the account you pay.
  • •How it submits: ICA requires PR applications to be submitted online, with the applicant or sponsor logging in with their own Singpass 1. The Singapore government advises never sharing your Singpass ID, password or 2FA details with anyone 3. Do not choose a consultant that asks for your Singpass password.
  • •Scope: the contract says what is included and what is not, such as rounds of document revision and translation arrangements.
  • •Fees in columns: government fees, third-party costs (translation, notarisation) and the service fee are listed separately, with receipts for government fees.
  • •If the application is not approved: how the service fee is handled, and whether any part is refunded, is in the contract before you sign.
  • •Your documents: who keeps your passport copies, payslips and family records, when they are returned and when they are deleted.

How HITP charges

  • •Our service fee is quoted case by case, based on the application category, the number of family members and the documents involved.
  • •We pay government fees at the published rate with no mark-up, and hand you the original receipts 4.
  • •What happens if an application is not approved is set out in the written contract before you sign 4.
